Dubai:  In the UAE, VPNs aren't outright banned, but their use is tightly controlled by the Telecommunications and Digital Government Regulatory Authority (TDRA). For those who frequently toggle their VPN settings, it's crucial to understand and follow these strict guidelines to avoid severe penalties. Violations can lead to massive fines, potentially reaching AED 2 million.

How is VPN misused? 

VPN misuse occurs when the technology is used to bypass blocked content or conceal illegal activities. Actions such as masking your IP address or adopting someone else’s IP to commit crimes are serious offenses in the UAE. Under Article 10 of Law No. 34 of 2021 on Cybercrimes, those found using a VPN for illegal purposes could face substantial penalties, including fines ranging from AED 500,000 to AED 2 million, or even imprisonment.

What are VPNs allowed for?

According to a TDRA update on July 31, 2016, VPNs can be used by businesses and institutions to securely access their internal networks. This means that using a VPN for legitimate purposes, like work or banking, is completely acceptable.

Is there any list of officially approved VPNs?

At present, the UAE does not maintain an official list of “approved” VPNs. Instead, the emphasis is placed on how VPNs are used rather than the specific services themselves.
