Dubai has partnered with Elon Musk’s Boring Company to launch the Dubai Loop, an underground transport network designed to connect the city’s most densely populated areas.
The announcement was made at the World Governments Summit (WGS) 2025 by Omar Sultan Al Olama, UAE Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications. He described the project as a game-changer for urban mobility.
‘Like a wormhole’
Musk, appearing via video link, shared his excitement for the project. “It’s going to be like a wormhole. You’ll just pop out at another part of the city in an instant,” he said.
The US billionaire added that the system would eliminate surface traffic congestion, similar to the Las Vegas Loop, which currently operates beneath the city’s convention centre.

Safer than flying cars
Musk also highlighted the advantages of underground transport over aerial travel. He noted that tunnels provide protection from extreme weather conditions, such as sandstorms, and are quieter and more efficient than drone-based or flying car systems.
“In worst-case scenarios, even global thermonuclear warfare, underground is a safe place to be,” Musk said.
Future expansion plans
While specific details on Dubai Loop’s design and timeline remain undisclosed, Musk referenced the success of the Las Vegas system, which was built in two years and currently operates with 70 driverless vehicles across multiple stations.
The Dubai Loop is expected to integrate seamlessly with the city’s existing transport network, reinforcing Dubai’s status as a global leader in smart mobility solutions.
Beyond the Dubai Loop announcement, WGS 2025 continued with discussions on global healthcare innovation, AI regulations, and government strategies to address rapid technological change.
