Crown Prince approves 17,080 affordable homes and key policy reforms in Dubai

DUBAI: His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of The Executive Council of Dubai, has approved a series of key policies aimed at expanding affordable housing, enhancing educational outcomes, and supporting independent legal professionals in Dubai.

The approvals were granted during a meeting of The Executive Council at Emirates Towers, attended by His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai.

Affordable housing expansion

As part of the Dubai Affordable Housing Policy, 1.46 million square metres of land has been allocated to develop 17,080 affordable residential units. The initiative aligns with the Dubai 2040 Urban Master Plan and is aimed at providing quality housing options for skilled professionals, fostering economic growth, and creating inclusive communities.

The first phase of the project will see development in six key locations: Al Mueisim 1, Al Twar 1, Al Qusais Industrial 5, and Al Leyan 1. The housing units will be offered at affordable rental rates and designed with access to essential infrastructure and services. The initiative will be overseen by the Supreme Committee for Urban Planning, with implementation managed by the Dubai Land Department, Dubai Municipality, Roads and Transport Authority, and other key entities.

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum reaffirmed Dubai’s commitment to inclusivity and growth, stating: “Dubai is a city for everyone. We are committed to ensuring diverse housing options that foster a strong and cohesive society.”

Enhancing Arabic and Islamic Studies

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum also approved a policy to enhance Arabic language and Islamic studies outcomes in private schools. This policy is a key component of the Dubai Education Strategy 2033, designed to strengthen national identity, modernise curriculum tools, and increase the ]number of Emirati teachers in these core subjects.

The initiative will introduce the Dubai Protocol for Curriculum Enhancement and the Emirati Teacher Recruitment and Training Programme, focusing on collaborative efforts between education providers, parents, and experts. The Knowledge and Human Development Authority (KHDA) will oversee its implementation in coordination with private schools. The policy seeks to integrate contemporary teaching methods and digital learning resources, equipping students with critical thinking and research skills.

The Crown Prince highlighted the importance of the initiative, stating: “Promoting our national values through education is crucial. This policy will strengthen the capabilities of future generations and enrich school curricula.”

New legal consultancy model

In addition to the housing and education reforms, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum approved the Independent Legal Consultant Project. This new licensing framework allows Emirati legal professionals to practise independently without establishing a physical office. The initiative aims to support entrepreneurship within the legal sector while offering professionals greater flexibility in their careers.

The pilot phase of the project will initially cover real estate and personal status law. Emirati applicants must meet specific requirements, including a minimum of two years of legal experience, passing an assessment, and completing a specialised training programme. The project will be implemented by the Legal Affairs Department of the Government of Dubai and will be evaluated over the course of one year.

The Crown Prince commented on the initiative, stating: “The legal profession is evolving, and we are committed to providing Emiratis with opportunities to thrive in this dynamic field while supporting work-life balance and innovation.”
