Dubai Deira Waterfront launches 6-hotel cluster with 999 new keys
New properties serve business, leisure, and extended-stay guests

Dubai’s historic Deira Waterfront has witnessed a major expansion in its hospitality offering with the official launch of a six-hotel cluster this month.
Developed under the Deira Enrichment Program, the project is a collaboration between Accor, the Investment Corporation of Dubai (ICD), and Valor Hospitality Partners.
Adding a substantial 999 hotel keys to the city’s inventory, the development reinforces the focus on midscale and economy accommodations amid rising demand.
The cluster comprises a mix of existing and new properties under Accor’s internationally recognised brands. Three of these hotels – ibis Styles, Aparthotel Adagio, and Mercure – were already part of the area’s landscape. They are now joined by three newly built establishments bearing the Novotel, ibis Styles, and Mercure names, forming a cohesive hospitality hub at the heart of Deira.
Strategic growth
Valor Hospitality Partners, known for its tailored hotel management approach, has taken on the responsibility of managing all six hotels. This move significantly expands its footprint in the UAE and integrates its global expertise with a localised strategy. The development reflects a commitment to supporting Dubai’s tourism goals and caters to the diverse needs of today’s travellers.
Julien Bergue, Co-Founder and Managing Partner – Middle East, AMEA at Valor Hospitality Partners, emphasised the strategic nature of the project, stating: “Focusing on strategic, sustainable and exponential growth is the driving force of our partnership with ICD and its wholly owned property developer Ithra Dubai.” He added that the partnership aims to remain closely connected with communities across the Middle East.
Accor’s involvement in the six-hotel cluster is part of its broader regional expansion strategy. The French hospitality group currently operates more than 290 properties across the Middle East and aims to add over 130 more by 2028. The group has placed renewed focus on midscale and economy segments, particularly in key markets like the UAE, where demand is accelerating.
Targeted segments
Each of the six hotels has been curated to cater to a specific market segment. The Adagio brand targets extended-stay guests by offering apartment-style accommodation with hotel services. Mercure delivers experiences rooted in local culture, appealing to travellers seeking authenticity. The ibis Styles brand is geared towards affordability and visual appeal, while Novotel caters to a mix of business and leisure guests looking for modern comforts in a central location.
According to Paul Stevens, Chief Operating Officer, Premium, Midscale & Economy brands for Middle East and Africa at Accor, the development reflects Dubai’s evolving hospitality demands. “By integrating these properties under the Accor umbrella, we are reinforcing our alignment with the UAE’s vision to enhance tourism and hospitality infrastructure in key districts,” he said.
Deira’s strategic location, combined with its cultural significance, makes it a prime location for such a development. The Deira Enrichment Program, under which the hotel cluster falls, aims to revitalise the area, creating a blend of commercial, residential, and hospitality zones to promote community growth and tourism.
Eco-conscious operations
Aligned with national goals for sustainable development and economic diversification, the project incorporates several eco-conscious and community-centric practices. Valor Hospitality and Accor have committed to operating the hotels with sustainability at the core, integrating water and energy conservation technologies, sourcing goods responsibly, and reducing overall environmental impact.
In parallel, the partnership is working to boost local employment and talent development. Through training initiatives and community involvement, the project contributes to the UAE’s objectives of developing a knowledge-based, skilled workforce in the tourism sector.
The collaboration also underlines ICD’s mission to drive strategic development in Dubai through partnerships that support innovation and long-term returns. By aligning with internationally respected operators, ICD ensures that local assets are managed with world-class operational efficiency while maintaining cultural and community relevance.
