The World Government Summit (WGS) 2025 in Dubai has once again set the stage for transformative initiatives aimed at reshaping the city’s future.
From sustainable transport solutions to long-term residency for environmental experts, the summit unveiled five major announcements that will drive innovation, sustainability, and urban development.
Here’s a closer look at these game-changing projects.
Blue Visa: A 10-year residency
Dubai has introduced the Blue Visa, a long-term residency programme designed for professionals dedicated to environmental sustainability. The initiative aims to attract global talent in the fields of climate action, conservation, and green innovation.
The first phase of the programme will grant 10-year residency visas to 20 leading sustainability experts, including members of international environmental organisations, employees of sustainability-focused firms, and winners of global environmental awards. Announced by the UAE Ministry of Climate Change and Environment in partnership with the Federal Authority for Identity, Citizenship, Customs, and Ports Security (ICP), this initiative is part of the UAE’s ambitious green agenda.
Eligibility & Application Process
The Blue Visa is open to both UAE residents and international applicants who have made significant contributions to environmental sustainability. Interested individuals can apply through the ICP platform via:
- Direct application on the online portal.
- Nomination by a recognised UAE authority.
Applicants must provide proof of their achievements in environmental protection, climate change action, or sustainability initiatives. For those outside the UAE, a six-month multiple-entry visa will be issued to complete the residency process.
This initiative aligns with the UAE’s goal of becoming a global leader in environmental sustainability while fostering innovation in green technologies and conservation efforts.
RAILBUS: A solar-powered public transport system
Dubai’s Railbus project is set to revolutionise urban mobility with a solar-powered, fully autonomous public transport system. Designed to reduce congestion and emissions, this innovative transit solution will operate on an elevated track, offering a cleaner and more efficient way to travel.

- Eco-Friendly: Powered entirely by solar energy.
- Capacity: Can accommodate 40 passengers per trip.
- Speed: Travels at up to 100 km/h.
- Material: Constructed using 3D-printed, recyclable materials.
- Noise Reduction: Designed for quiet, low-emission operation.
Although RTA has yet to announce exact routes, early designs suggest stops at major locations, including Bustan District, Green Park, and Airport 1. The project supports Dubai’s vision of making 25% of all trips autonomous by 2030, marking a significant step towards sustainable urban transit.
Dubai Loop: High-speed tunnel network
In a special session featuring Elon Musk and UAE Minister Omar AlOlama, the Dubai Loop was unveiled as a high-speed, urban transport system aimed at drastically reducing travel time across the city.
Designed as a futuristic wormhole-like system, it will feature 11 stations connecting key locations with speeds reaching 160 km/h and a capacity of 20,000 passengers per hour.
As part of the Dubai Cycle City 2040 initiative, The Loop aligns with Dubai’s goal to make 80% of residents walk or bike daily. The 93-km-long air-conditioned track will provide a shaded and comfortable route for pedestrians and cyclists, reducing reliance on cars.

Seaglider: Dubai to Abu Dhabi in 30 minutes
A futuristic electric-powered Seaglider is set to make travel between Dubai and Abu Dhabi faster and more affordable. Developed by Regent Craft, this hybrid between a plane and a boat will reduce travel time between the two cities to just 30 minutes, with ticket prices expected to be Dh165.

- Speed: Up to 290 km/h.
- Electric-Powered: Produces zero carbon emissions.
- Cost-Effective: More affordable than traditional flights or taxis.
- Technology: Uses hydrofoil wings for lift-off above the water, reducing drag.
A survey conducted by Regent Craft found 98% of UAE residents support the Seaglider project, demonstrating strong local interest. With the prototype already unveiled at WGS 2025, the Seaglider is expected to become operational within the next two years, offering a sustainable and innovative alternative to conventional transport.
Therme Dubai: World’s tallest wellness resort
Dubai is set to become home to Therme Dubai, a Dh2 billion wellness resort that will be the world’s tallest of its kind. Planned for Zabeel Park, this 500,000-square-foot retreat will integrate nature, wellness, and sustainability.

Set to open by 2028, Therme Dubai is part of the city’s Quality of Life Strategy 2033, which aims to enhance urban living by promoting well-being, walkability, and green spaces. The project supports Dubai’s broader vision of ensuring all key services are accessible within 20 minutes for residents.
