Dubai: The UAE has been ranked among the top countries globally for its commitment to cybersecurity, as per the Global Cybersecurity Index 2024 released by the International Telecommunication Union (ITU), a specialised agency of the United Nations. The Emirates achieved a tier-one rating, recognizing it as a role model in combating cyber threats.
This ranking is a testament to the UAE's resilience and ongoing efforts to secure its digital landscape amidst evolving global cyber threats.
The UAE is among 46 countries to achieve the highest rating. Other Gulf countries in this category include Saudi Arabia, Oman, Qatar, and Bahrain. Globally, it shares the top tier with nations like the US, UK, Germany, and France.

UAE's cyber strategy demonstrates commitment
As a leading global centre for technology and innovation, the UAE set up its Cyber Security Council in 2020 to ensure a secure digital transformation and strengthen cybersecurity across all key sectors. The Council is committed to building capacity, sharing information with international partners, and promoting the ethical design of technology.
It also advocates for the use of AI for positive purposes, particularly in countering the spread of hate speech, misinformation, and disinformation. In line with this mission, the UAE co-hosted an Arria-formula meeting with Albania in December 2023 to tackle these challenges.
The council is responsible for legislation to strengthen cybersecurity, subject to Cabinet approval.
According to official figures UAE faces 50,000 daily cyberattacks, with a large portion involving extortion and ransomware. In the first quarter of 2024 alone, the council thwarted 71 million attacks.
Persistent cyber threats
The report underscores that while countries are improving their cybersecurity efforts, serious threats remain. Among these are ransomware attacks, breaches affecting core industries, and privacy violations.
