New opportunities in AI, 3D printing, and gaming open up as the emirate strengthens its position as a hub for innovation and creative entrepreneurship

Abu Dhabi:  The Abu Dhabi Department of Economic Development (ADDED) has expanded the Freelancer Licence to include 30 additional business activities.

This significant move, announced on August 15, 2024, opens up opportunities in cutting-edge fields such as AI development, 3D printing, and gaming, making it easier for UAE nationals and residents to launch and grow their freelance careers in the emirate.

Expanded opportunities for freelancers

This expansion broadens the range of opportunities available to UAE nationals and residents, allowing them to engage in a diverse set of fields, including Artificial Intelligence (AI) development, 3D printing, and gaming.

"This step reflects our eagerness to expand the range of business activities available to entrepreneurs in Abu Dhabi while responding to freelancers’ aspirations, thus enhancing their effective contribution to cementing a strong, resilient, and diversified economy," said Mohammed Munif Al Mansouri, Executive Director of ADBC.

Growing interest in freelancer license

Over the past year, the Freelancer Licence has gained significant traction, with 1,013 licenses issued so far. ADDED remains committed to fostering a supportive environment for innovation, positioning Abu Dhabi as a preferred destination for talent, businesses, and investment.

New activities now covered

  • The Freelancer Licence now covers 100 different activities, including

  • Artificial Intelligence (AI) Development

  • Electronic Equipment and Devices Systems Software Design

  • Oil and Natural Gas Fields Production

  • Software Design Data Classification and Analysis

  • Services Development and Innovation in Computer Systems and Programs

  • 3D Imaging Production Models

  • Online Player Support Service Providers

To qualify for the Freelancer Licence, applicants must have relevant experience in their chosen field or possess academic or professional qualifications.

ADDED has set up a regulatory framework that outlines the requirements and application process for the Freelancer Professional Licence, which can be completed through the TAMM app or website.

Application process

  • Visit the TAMM website or app.

  • Log in using your UAE Pass.

  • Search for ‘Issue Economic Licence - Freelancer Licence’ on the homepage.

  • Apply along with the required documents.

  • Obtain approvals from other entities if necessary.

  • Receive an approval or rejection notification.

  • Pay the applicable fees.

  • Obtain your Freelancer Licence.

Required documents

  • Attested Certificate/Academic Qualification Record

  • Experience Certificates

  • Professional Certificates

  • No Objection Certificate (NOC) for foreign investors:

    • if working in the government sector Working in the private sector with a permanent contract where the activity is similar to the employer’s activity

    • Working in the private sector with a part-time contract where the activity differs from the employer’s

Cost breakdown

The total cost for obtaining a Freelancer Licence in Abu Dhabi varies depending on the business activity. Below is a breakdown of some of the fees:

  • Dh50 - Abu Dhabi Chamber Fees

  • Dh100 - Additional fee for each activity after six activities

  • Dh10 - Commercial Licence Issuance Fees

  • Dh2,500 - Ministry of Economy Fees

  • Dh790 - Organisational Entities Fee

  • Dh10 - Registration Fee in the Economic Register

  • Dh315 - Establishment Card request from the Federal Authority for Identity and Citizenship

  • Dh50 - Sole Proprietorship Establishment Fees
