E-scooters have become an increasingly popular mode of transport in Dubai, offering a convenient and eco-friendly alternative for short commutes.
To ensure rider safety and regulate their usage, the Roads and Transport Authority (RTA) have an e-scooter permit system in place that remains a key requirement for riders today. This permit helps ensure that e-scooter users are aware of traffic rules and safety measures before taking to the roads.
The application process is simple, free of charge, and available to anyone aged 16 and above. Here’s everything you need to know about obtaining your e-scooter permit in Dubai.
Who needs an e-scooter permit?
You must apply for an e-scooter permit if:
- You are riding an e-scooter on designated streets. (For bicycle paths or sidewalks, a permit is not required.)
- You do not hold a valid driving licence.
- You are a citizen, resident, or visitor aged 16 or older.

For UAE Citizens and Residents:
- A valid Emirates ID number.
- Mobile number.
For Visitors:
- Mobile number active in the UAE.
- Passport details.
How to apply for the permit
Step 1: Fill Out the Application Form
- Visit the RTA’s official website
- Click on the red ‘Apply Now’ button.
- Choose your category: ‘I have valid Emirates ID’ or ‘Visitor’.
- Residents must enter their Emirates ID number and expiry date, while visitors must provide passport details.
- Enter your mobile number to receive a one-time password (OTP) via SMS.
- Register with your email address and select your preferred language (English or Arabic).
- You will be redirected to the online theory lecture.
Step 2: Complete the Online Theory Course
The online course covers 10 topics, including e-scooter technical specifications, user obligations, designated riding areas, and traffic signs specific to e-scooters. Once completed, you can proceed to the test.
Step 3: Take the Test
The online theory test consists of multiple-choice questions and takes approximately 20 minutes to complete. A passing score of at least 75 percent is required.
Step 4: Receive Your E-Scooter Permit
Once you pass the test, the RTA will issue your digital e-scooter permit, which must be downloaded and stored on your phone for verification.
Exemptions for Licence Holders
If you hold a valid driving licence, whether issued in the UAE or internationally, you are exempt from obtaining an e-scooter permit. However, you must carry your licence while riding an e-scooter.
Fines for riding without a permit
Riders without a valid e-scooter permit or driving licence face a fine of Dh200. E-scooter rental companies are also required to verify that customers possess a driving licence or permit before renting out scooters.
Where you can ride an e-scooter
E-scooters are permitted on designated lanes and roads in 10 districts, including:
- Sheikh Mohammed bin Rashid Boulevard
- Jumeirah Lakes Towers
- Dubai Internet City
- Al Rigga
- 2nd of December Street
- Palm Jumeirah
- City Walk
- Safe roads in Al Qusais, Al Mankhool, and Karama
E-scooters are not allowed on certain cycling tracks, including Saih Assalam, Al Qudra, and Meydan.
Key safety and compliance rules
- Riders must be at least 16 years old.
- Helmets and protective gear are mandatory.
- E-scooters must have front and rear lights, a working horn, and roadworthy tyres.
- The maximum speed limit is 20 km/h.
- Riders must park in designated areas and follow all traffic signs.
- Carrying passengers is prohibited.
- Riders must report any accidents to the authorities.
