Residency now tied to €250,000 investment in immigrant welfare projects

Portugal is introducing a groundbreaking residency-by-investment option, the Solidarity Golden Visa, under its Golden Visa Programme.

The initiative targets wealthy foreigners willing to invest a minimum of €250,000 in social projects designed to support immigrants in vulnerable situations.

This investment will be directed towards developing infrastructure and equipment aimed at fostering integration. Prime Minister Luís Montenegro’s Executive outlined the programme's objective, saying “[The goal is to] create an instrument for channelling private capital for social investment in immigrant integration projects.”

Portugal’s new Solidarity Golden Visa

The Solidarity Golden Visa is part of Portugal’s Action Plan for Migration and represents a shift from traditional economic investments to socially conscious ones.

Portugal’s traditional Golden Visa Programme previously allowed wealthy investors to obtain residency through various routes, with real estate investments being the most popular. However, the programme faced criticism for contributing to rising property prices and housing shortages.

In 2023, Portugal discontinued the real estate option following the approval of the "More Housing Bill." Other routes, such as cultural production, scientific research, funds, and job creation, have gained prominence. The Solidarity Golden Visa is the latest addition, aiming to address social challenges while maintaining Portugal’s appeal to foreign investors.

“We want ARIs [Residence Permits for Investment] to be mobilised and used to finance investment in equipment and infrastructure to support the reception and integration of immigrants,” said António Leitão Amaro, Portugal’s Minister of the Presidency.

How does it work?

Applicants must invest at least €250,000 into social projects, such as the construction of reception centers, integration infrastructure, or other immigrant support initiatives. Unlike traditional Golden Visa investments, the Solidarity Golden Visa focuses solely on public benefit rather than financial returns for the investor.

Portugal’s Golden Visa Programme remains attractive, offering:

  • Freedom of Movement: Residency permits allow visa-free travel across the EU and Schengen Zone.
  • Path to Citizenship: After five years, residency can lead to Portuguese citizenship.
  • A Globally Powerful Passport: Portugal’s passport ranks seventh globally, enabling visa-free travel to 105 countries and passport-free access to 43 others.

When will it begin?

Although the Solidarity Golden Visa has not yet been launched, it is expected to attract socially conscious investors. This initiative reflects Portugal’s commitment to aligning immigration with public welfare while supporting vulnerable immigrant communities.
