Dubai has unveiled a comprehensive set of initiatives designed to propel its digital economy and technology sectors to new heights.
These projects, approved during a meeting of the Higher Committee for Future Technology Development and Digital Economy, are aimed at accelerating the growth of startups, developing national tech talent, and cementing Dubai’s position as a global hub for innovation.
Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the committee, emphasised that the city is taking bold steps to align with global trends while setting its own pace in technology and digital transformation.
What initiatives were approved?
The approved projects span a range of sectors, from government innovation to tech talent development.
Government Venture Building Program: This initiative aims to turn government assets into commercial ventures, fostering entrepreneurship and driving innovation within government sectors. By launching new products and services, it supports Dubai’s ambition to become a global economic powerhouse.
National Tech Skills Enhancement Program: Designed to bridge the gap between academic training and the labour market, this program will train 5,000 Emiratis in the next five years to equip them with the digital skills needed for employment in major technology firms. "Building a strong and sustainable digital economy requires us to invest in our young people," Sheikh Hamdan stated.
IGNYTE Platform: IGNYTE will empower over 100,000 startups and entrepreneurs by 2029, offering resources to help them grow globally from Dubai. The platform will connect founders with investors, mentors, and corporate organisations, creating a robust support system for innovation.
CleanScape Project: CleanScape, a collaboration with MIT’s Senseable City Lab, will use advanced technologies to maintain the cleanliness and aesthetic appeal of Dubai’s urban environment. By using data-driven techniques, the initiative aims to improve operational efficiency in urban management.
Good news for Startups and Entrepreneurs
One of the most significant components of the new strategy is the IGNYTE platform, which will be integral to Dubai’s digital economy strategy. By 2029, IGNYTE aims to connect startups with over 5,000 venture capital firms, 5,000 vetted mentors, and 500 corporate partners. Startups joining the platform will also have access to exclusive perks and benefits, including opportunities to pitch ideas to investors, network globally, and access AI models and other resources to drive innovation.
Additionally, the Government Venture Building Program seeks to transform Dubai’s public assets into entrepreneurial ventures, further enhancing opportunities for startup growth in the region.
Why are these initiatives important?
The new projects are part of Dubai’s larger goal to support the UAE’s strategic vision of becoming a world leader in future industries. They are also in line with the Dubai Economic Agenda (D33), which seeks to double the city’s GDP by 2033 and make it one of the top three urban economies globally.

When will these initiatives be implemented?
The timeline for these projects is already underway, with some initiatives, such as IGNYTE, set to launch in the fourth quarter of 2024. Other initiatives, like the expansion of the National Tech Skills Enhancement Program, will roll out progressively over the next five years.
The IGNYTE platform will also expand beyond Dubai, reaching the rest of the UAE by 2026, and later the GCC region.

Dubai’s strategic investments in innovation, technology, and entrepreneurship are a clear reflection of its ambition to become a global leader. In just five months, Dubai's AI Campus attracted 130 startups, highlighting the city's growing reputation in cutting-edge technology. Meanwhile, the Expand North Star event, one of the world’s largest startup exhibitions, brought together entrepreneurs and investors, further positioning Dubai as a launchpad for global innovation.
Now this new package of projects approved by Sheikh Hamdan reflects Dubai’s continued focus on harnessing technology and innovation to achieve sustainable economic growth. These efforts signal a future where Emirati youth and global entrepreneurs alike can thrive in Dubai's growing digital economy.
