Dubai residents can now obtain a marine driving licence online, making the process faster and more convenient.

The Dubai Maritime Authority of Ports, Customs and Free Zone Corporation (PCFC) has introduced a digital testing system, allowing applicants to take their theory exam remotely.

Application process

To apply for a marine driving licence, users must download the Smart DMA app and log in using UAE Pass. Once registered, they can complete the application process and upload the necessary documents. Applicants who have taken accredited training courses must also submit their course certificates.

For pleasure marine licences, only a theory test is required. However, those applying for commercial licences must pass an additional practical exam. Commercial licences are mandatory for vessels operating for business purposes, such as floating restaurants and tourist yachts.

Online theory test

The theoretical exam consists of multiple-choice questions based on international maritime navigation and safety regulations. The number of questions depends on the vessel size:

  • Boats up to 12 metres: 25 questions
  • Boats up to 24 metres: 50 questions

Refresher training courses are available for applicants who fail the theory test or need to renew an expired licence. The one-day refresher course costs Dh500 and includes a four-hour training session.

Costs of obtaining a licence

Applicants must pay the following fees to obtain a marine driving licence:

  • Application fee: Dh500 (valid for five years)
  • Exam fee: Dh600
  • Innovation and knowledge services fee: Dh20

The growing demand for marine licences in the UAE is reflected in the rising number of registrations. In 2023, authorities issued 3,124 licences, which increased to 3,913 in 2024.

Eligibility and age requirements

The minimum age requirement varies depending on the type and size of the vessel:

  • 16 years: Private boats up to 12 metres
  • 18 years: Boats up to 24 metres
  • 20 years: Vessels over 24 metres
  • 20 years: Commercial marine licences

The licensing process and fees are the same for UAE nationals and expatriates.

Special requirements for commercial licences

Applicants for a commercial marine licence must meet additional safety and operational requirements. Crew members on passenger vessels, including floating restaurants, must complete a crowd management course to handle emergency evacuations for vessels carrying over 50 passengers.

For jet ski rental businesses, regulations require one certified supervisor for every five passengers. Supervisors must complete a jet ski instructor course accredited by the Dubai Maritime Authority.
