Dubai Land Department launches ‘Tayseer’ to ease overdue service fees

DUBAI: The Real Estate Regulatory Agency (RERA), a subsidiary of Dubai Land Department (DLD), has launched the ‘Tayseer’ initiative to support property owners struggling with overdue service fees.

This initiative provides flexible payment plans of at least six months, easing financial burdens while strengthening stability within Dubai’s real estate sector.

The move aligns with the UAE leadership’s ‘Year of the Community’ initiative under the theme “Together, hand in hand.”

Designed to enhance social cohesion and financial security, ‘Tayseer’ contributes to fostering a supportive real estate environment, benefiting property owners and management companies alike.

‘Tayseer’: A collaborative effort

The initiative was developed following discussions between RERA and jointly owned property (JOP) management companies, focusing on finding sustainable solutions for outstanding service fees. As a result, 19 JOP management companies have joined, committing to offer flexible payment plans while suspending enforcement actions during the initiative’s implementation phase.

Registration for the programme is open for two months, during which property owners can work directly with their management companies to enrol. By promoting proactive financial planning, ‘Tayseer’ aims to prevent the escalation of service fee disputes and ensure smoother transactions across the real estate sector.

Strategic objectives

The ‘Tayseer’ initiative is designed to reduce service fee-related disputes registered with the Rental Disputes Center while improving the overall payment experience for property owners. By minimising complaints and enhancing the efficiency of service fee allocations, the programme seeks to establish a more sustainable real estate environment.

Mohammed Ali Al Badwawi, Acting CEO of RERA, emphasised that the initiative reflects DLD’s ongoing commitment to fostering a well-regulated real estate sector. “Dubai Land Department continues to launch impactful initiatives that keep pace with market developments and address the needs of property owners and investors. The ‘Tayseer’ initiative aligns with our vision of delivering proactive, customer-centric services that build trust and balance economic and social priorities,” he stated.

Aligned with the Dubai Real Estate Sector Strategy 2033, ‘Tayseer’ aims to establish structured, flexible service fee payment solutions that support property owners’ economic and investment goals. By ensuring timely payments, the initiative contributes to the financial health of jointly owned property projects while mitigating potential legal complications.

Strengthening market confidence

The initiative also plays a crucial role in supporting Dubai’s long-term real estate goals by fostering collaboration among key stakeholders. By introducing structured payment solutions, ‘Tayseer’ helps ensure transparency and trust within the real estate sector, reinforcing Dubai’s global competitiveness as a prime investment destination.

In addition to financial stability, the programme enhances Dubai’s sustainability efforts by promoting an efficient service fee collection framework. Early identification of potential challenges, combined with a proactive resolution strategy, allows property owners and management companies to work together to prevent disputes from escalating into legal battles.

RERA urges property owners to contact their respective management companies to explore their eligibility for ‘Tayseer’ and take advantage of the flexible payment options available. More JOP management companies are encouraged to participate, further strengthening Dubai’s real estate ecosystem.
