Drone filming just got easier in Dubai, thanks to a new Memorandum of Understanding (MoU) signed between the Dubai Media Office and the Dubai Civil Aviation Authority (DCAA).
This landmark agreement aims to simplify drone-based filming, cut down on procedural hurdles, and speed up permit issuance, especially for events demanding prompt media coverage.
The MoU was signed in the presence of Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai and Chairman of the Dubai Media Council (DMC), in line with his directives to foster inter-entity collaboration for the advancement of Dubai's media sector.
'Dubai From the Sky'
The agreement forms a key component of the ‘Dubai From the Sky’ initiative, an endeavour designed to support the burgeoning media sector.
Mona Ghanem Al Marri, Vice Chairperson and Managing Director of the Dubai Media Council, emphasised the initiative’s impact, noting: “The media plays a critical role in shaping society.”
She praised the DCAA’s collaboration, describing it as essential for “empowering media professionals and supporting them in producing high-quality content.”
Al Marri highlighted that rapid technological progress underscores the need for skilled professionals capable of using new media tools. Reflecting on the creative potential of drone photography, she reinforced the Council’s dedication to providing resources that fuel innovation and elevate content quality.
How the MoU enhances safety and creativity
In line with the MoU, DCAA Director General Mohammed Abdullah Lengawi underscored the authority's commitment to safety, innovation, and quality, stating: “The MoU represents a significant initiative reflecting the DCAA’s commitment to supporting vital sectors, including media.” He emphasised that establishing a secure environment for drone use is crucial to unleashing creative potential, allowing media professionals to showcase Dubai's unique cultural identity.
Lengawi added, “Partnerships are critical to enhance media content in an evolving environment,” stressing the DCAA’s mission to maintain a safe airspace while supporting the development of advanced media technologies.
What the MoU means for Media Filming
As part of the agreement, media professionals will receive training accredited by the DCAA, covering both the technical and safety aspects of drone operation. Upon completion, nominated trainees from the Dubai Media Council will earn professional licences that meet the DCAA’s stringent standards. This training focuses on equipping media operators with the knowledge needed for safe, compliant drone use without disrupting air traffic.
Which locations are permissible for drone filming?
The DCAA and Dubai Media Council will work together to identify safe and suitable aerial filming locations. Each designated area will have a permissible altitude to ensure safe drone operations within Dubai’s airspace. These provisions form part of a framework within the MoU that prioritises airspace safety, streamlines permit processes, and aligns with the DCAA’s regulatory role in aviation safety.
